Untersucht werden mit dem HdA-Beratungs- sowie dem HdA-Gestaltungsprojekt zwei Projekte, die von der Automationsabteilung beim IGM-Vorstand durchgeführt wurden. Im Zuge der Einbindung der IGM in das staatliche Programm zur Humanisierung des Arbeitslebens kam es zur Beantragung bzw. Einstellung eigener Projekte und Projektsekretäre. Diese verstanden sich nicht als stellvertretende Problemlöser, sondern vielmehr als Prozessgestalter, die den Betriebsräten, Vertrauensleuten und Beschäftigten „Hilfe zur Selbsthilfe“ leisten wollten. Die Erfahrungen, die die Projektsekretäre in diesen Projekten machten – vor allem der Widerstand, auf den sie bei der Kapitalseite sowie innerhalb der eigenen Organisation stießen – sind auch aus heutiger Sicht aufschlussreich, da sich die IGM erneut anschickt, den soziotechnischen Wandel der Arbeitswelt im Interesse der Beschäftigten zu gestalten.
This essay traces the attempts made by the Industrial Union of Metalworkers (IGM) in the 1970s and 1980s to shape the socio-technical transformation of work, the challenges it faced in doing so, and the internal conflicts associated with these attempts. It examines two projects carried out by IGM's automation department: the HdA consulting project and the HdA design project. In the course of IGM's involvement in the government program to humanize working life, it applied for and set up its own projects and project secretaries. These did not see themselves as proxy problem solvers, but rather as process designers who wanted to provide “help others to help themselves” to works councils, union representatives, and employees. The experiences gained by the project secretaries in these projects—especially the resistance they encountered from capital and within their own organization—are still relevant today, as IGM is once again trying to shape the socio-technical transformation of work in the interests of employees.
